Zoning Changes Coming for the UT Campus Area

It’s no big secret that, along with Austin’s booming downtown condo market, the popular university-area neighborhood of West Campus and North Campus have seen some major changes in recent years. As recently as 1999, there were essentially no big new properties on the market like those we have now, and it wasn’t until 2004 that the University Neighborhood Overlay plan passed, pacing the way for the massive growth of new apartments.

Since 2004 literally thousands of new units have come available in West Campus - properties such as The Block on Campus, The Quarters, The Vintage West Campus, and The Texan Shoal Creek - and now it seems as if further changes are in order.

Read on to learn more about the developments in the works to further alter the landscape of the UT Campus neighborhoods through substantial zoning changes (as covered here by our beloved Daily Texan newspaper) and about how it will affect prices for West Campus apartments, North Campus condos, and more.

The changes that are proposed are primarily concerned with something called MF-4 or “multi-family” zoning regulations. The idea here is that the university community would be better served by limiting the number of shared living spaces in the area - a move that would push co-op housing further away from UT Campus. The Central Austin Neighborhood Plan Advisory Committee (CANPAC) met on Monday, June 21st to discuss the current zoning laws, and they are going to present their evaluation to the City Council soon. One thing is certain - if the proposal goes through, it will almost certainly increase the cost of rent for students living in the West Campus area.

The proposed rationale for the plan is to limit the ability of large projects or properties such as fraternities and sororities from changing what’s been described as the “single family nature” of the neighborhood. There have also been proposals floated to convert ALL free parking in the West Campus area to paid parking or parking with residential permits only - the idea again being limiting the number of group residential spaces and preserving a more traditional “single-family” feel in the area.While the original reforms passed in 2004 with the UNO changes were designed to increase the amount of student housing to reduce cost for renters (who account for about 70% of West Campus residents), many now feel that those changes have gone to far and are pushing back against them.

As John Lawler, a CANPAC member and SG representative at UT Austin, points out - there is a lack of student voices on the CANPAC which would seem to leave out those in favor of keeping the existing zoning regulations. From the Daily Texan article:

“Single-family districts surrounding the West Campus area do not want semi-dense housing [such as] co-ops and Greek housing to be allowed, like they currently are, in their neighborhoods,” Lawler said.

The city’s zoning and ordinances board recommended zoning changes be passed on to the Planning Commission, the last step before City Council, without hearing the opinion of students.

“We directed a letter to them to postpone [their discussion of the laws],” Lawler said. “But they went ahead and did it anyway.”

S.M.A.R.T Now Easier than Ever

If you’re a UT student on a budget - and you’re definitely not alone - then you have probably heard about the S.M.A.R.T. housing program. The SMART program is a housing assistance program that’s provided by many of the larger apartment complexes in the West Campus area - West Campus apartments such as Jefferson 26, The Block, The Quarters, and more. The basic premise of the program is that if you are a financial aid recipient you can qualify for reduced pricing on certain apartments - usually the basic 1BR floor plans. Well just recently changes in the S.M.A.R.T. housing policies have expanded eligibility not just to those who receive a certain amount of money from financial aid (as was the case before), but to anyone who receives financial aid at all from a need-based provider on the list. West Campus Apartments: March Market Update

Welcome to March - the month of NCAA insanity, warmer weather, and of course Spring Break. We know your’e too busy doing something you’ll regret in Mexico to worry about real estate, so we do the hard work for you and provide monthly updates on what’s hot, what’s not, and what’s gone for West Campus Apartments, North Campus Apartments, and the UT Austin area in general. This month is largely a continuation of what happened over the last 30 days - many of the most popular apartments are starting to lease up, and the ones that remain are going fast! Properties such as the Villas Nueces and Villas San Gabriel (all leased up), the Texan West Campus, and the Vintage (with only three units left!) are leased up already for August. And others, such as the Villas on Guadalupe (which is 85% leased) are down to just their final remaining units and the most desirable floor plans are going at lightening speed. Another property that just finished their lease-out this week is 900 West 23rd, which had new-complex quality at affordable prices and is now fully leased for August.

At this point you may be wondering: what’s hot that’s still available for August? Last month we mentioned Camino Real apartments in West Campus as a great example of an affordable property for August 2010, and they still have lots of 2/2s and 1/1s available starting at just $625 per bedroom for pre-lease. Another great complex that’s still not leased up despite having one of the nicest finish-outs in West Campus is Lonestar Lofts. There small 2/2s are now leased up, but the large 2/2s (they are HUGE and perfect for three people) and the 4/4 plans are still available for around $700 per bedroom in West Campus. Two other great options for West Campus apartments as far as large corporate complexes go are Jefferson 26, who still has TONS of units available for August and has now dropped prices on their 4 bedroom floor plans to just over $700 per person, and 21 Rio, which has reduced pricing on some of the floor plans and offers without a doubt the nicest finish outs and most incredible views in West Campus. Both complexes are less than 40% leased for the fall. Not looking for West Campus? The Gables Central Park location is now offering up to $500 off the first month’s rent when you sign a lease in the next month, and Buckingham Apartments in the North Campus neighborhood on 32nd is a great complex built just last year that has SUPER affordable 2/2s and very spacious 1/1s available for August with lots of units still available.

So it’s February. You’re back in classes, back in Austin, and generally back in action. And if you’re anything like many of the other UT students this semester, you still haven’t found your place for next August. When it comes to West Campus apartments, and UT apartments and condos in general, the early bird tends to get the worm (the best choice of properties), and to a certain extent many outstanding properties have already leased up this year. This includes properties such as the Villas Nueces and Villas San Gabriel (all leased up), the Texan West Campus, and others. However, there are still a large number of great UT apartments in West Campus, North Campus, and Hyde Park that are ripe for the taking, and West Campus Living has some outstanding deals ranging from studios and 1/1s all the way up to large 5 and 6 bedroom houses (you can search for properties here). Whether you’re looking for an apartment already or just thinking about getting the process started, we’ve got some advice for you: don’t wait! There is still lots of great inventory and the earlier you lease the better selection you get! Some properties have been largely overlooked in the fall and are going to be leasing VERY quickly this spring as more people discover them. Camino Real is located on Salado just across the street from the ZBT house at the intersection of 28th Street. Though the exterior color leaves a bit to be desired, the complex got a major update a few years back including the new awnings, parking stripes, exterior paint, gate, and more. There’s also one 2/2 with a private washer and dryer available for $1450 per month. The move-in date for all units is August 12th, 2010 and all leases expire on July 31st of 2011. As if the prices weren’t already fair enough, all units come with gas, trash, and wireless internet included! The wifi works throughout the entire complex so you don’t even have to buy a wireless router.
